Thomas E. Ebersole

Mr. Ebersole has been the City Attorney for the City of Gustine since 2005 and for the City of Chowchilla since 2010. As City Attorney, Mr. Ebersole provides both advice counsel and litigation services. Mr. Ebersole has provided his municipal clients with legal advice with respect to a wide variety of issues, including the Brown Act, the Voting Rights Act, the Political Reform Act, and the Public Records Act. Mr. Ebersole's advice counsel representation includes assisting the City in the negotiation of various contracts with neighboring municipalities, as well as county and state agencies.

As City Attorney, Mr. Ebersole has provided litigation services to the City in both federal and state court matters, including providing a successful defense of a Voting Rights Act matter in the case of Lopez v. County of Merced, et al. (2007) 475 F.Supp.2d 1072. Further, Mr. Ebersole's public sector litigation experience includes representing public agencies in various matters ranging from breach of contract actions to employment discrimination matters. Mr Ebersole has assisted the City of Gustine in establishing a civil code enforcement program, and assisted with administrative and criminal code enforcement matters. Currently, Mr. Ebersole is managing ongoing negotiations with the Department of Corrections relating to CEQA litigation, as well as with state officials as those matters relate to the construction and path of the proposed California high-speed rail line.  He is also working on adopting a marijuana outdoor grow ordinance and updating the graffiti ordinance for the City of Chowchilla.

In addition to his work with clients in the public sector, Mr. Ebersole has extensive advice and litigation experience with private sector clients. Mr. Ebersole has regularly provided advice to private clients with respect to wage and hour issues; employment practices, and in drafting employment manuals. Mr. Ebersole has also represented clients in employment discrimination matters, wage and hour disputes, and assisting employers in Labor Code section 132a claims in worker's compensation matters.

Mr. Ebersole obtained his law degree, with distinction, from the University of the Pacific, McGeorge School of Law in 1999. Prior to attending McGeorge, Mr. Ebersole graduated from Brigham Young University with a Bachelor of Arts degree in 1996.

Mr. Ebersole is currently the Webelos den leader for Troop 331 in the Sequoia Council. Mr. Ebersole is also a trustee for the Madera County Law Library.
